ANNEXE 2- CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A trained group of stewards/door supervisors shall be:-
Clearly identifiable ( body & jackets);
Have walkie talkies & specific zones of stewardship;
Have a central meeting/liasing point;
There shall be only one respective point of entry;
There shall be only one respective exit point;
The right to refuse admission shall exist.
2. All stewards shall be fully conversant with the following:-
The layout of the site;
Be able to provide information and assistance about the facilities available;
Ensure that no overcrowding occurs in any part of the venue by managing and directing the audience, particularly on entering or leaving the site;
Keep all gangways and exits clear from obstructions;
Control any unruly behaviour and investigate immediately any incident;
Ensure that any combustible refuse does not accumulate at any point on the licensed site other than the area indicated on the site plan;
Communicate with the licensee in the event of an emergency;
Be aware of and understand the arrangements for the evacuation of the audience, including coded messages and undertake specific duties in the event of an emergency.
3. All stewards shall also be fully conversant and adequately trained in fire safety, which must include the following:-
The action to take on discovering a fire;
How to raise the alarm and the procedures this sets in motion;
The action to be taken on hearing the fire alarm or emergency coded message;
The procedures for alerting members of the public, and where appropriate, directing them to the nearest available exit;
The arrangements for calling the fire brigade;
The evacuation procedures for the venue to an assembly point at a place of safety;
The location and use of all fire fighting equipment;
How to stop any equipment and isolate power supplies where appropriate.
4. Capacity Limit
Consideration shall be given to setting capacity limits to prevent overcrowding which could lead to crime and disorder.
This capacity figure will be based on advice from the Police, Fire or Local Authority, all respective services shall be notified of the event.
Door supervisors may be required to ensure the capacity limits are controlled.
5. General
Parents shall be advised that they are responsible for their children’s conduct/supervision apart from the time when they are performing on the stage.
A secure area for customers personal belongings shall be made available.
An incident book shall be kept and all instances of public disorder shall be recorded.
6. The Stage & Surrounding area
The back and side shall be protected with a barrier. The area around the back & side ( and area around the generator) will be cordoned off. Access for all performers will be from the front. The stage to be put up by certified, experienced, professional scaffolders, namely South Molton Scaffolding and will be able to hold far in excess of the weight of the performers. No special effects/lasers will be used in any musical performance.
7. Stage Management/Structures
All temporary structures and stages must be checked by a professionally qualified Structural Engineer after they have been erected and before they are used to ensure that they conform to the previously submitted drawing and that they are safe and sufficient for the purpose. The licensee shall ensure that the checks have been done efficiently and a certificate of compliance is issued by the structural engineer carrying out such an inspection before any member of the public is admitted on the site.
NO SMOKING signs shall be prominently displayed in the stage area to the satisfaction of the Fire Brigade.
Clearly publicised as a NO SMOKING event.
8. Hot Food
Shall be provided by professionals with health & safety certificates provided.
9. The P.A.
The P.A. on the stage shall be covered. The cables going back to the mixing desk and ( as mentioned above/around the generator) will be cordoned off and monitored.
The generator/P.A. will be inspected by a certified electrician.
10. Disabled People
When disabled people are present, adequate arrangements will exist to enable their safe evacuation in the event of an emergency.
Disabled people on the premises will be made aware of these arrangements.
11. First Aid
Adequate and appropriate supply of first aid equipment and materials shall be available.
At least one suitably trained first aider will be on duty when the public are present.
If more than one first aider is present, their respective duties will be clearly defined.
The first aider will be trained to deal with drug and alcohol related problems.
12. Capacity Limits

13. Meeting Point
There will be well publicised meeting points at all exits, clearly sign posted and unobstructed.
14. Sanitary facilities
Professional standard and a proportionate amount of sanitary facilities shall be provided, clearly sign posted.
15. The Prevention of Public Nuisance
The choice of venue is acoustically appropriate, e.g. sound trapped in amphitheatre like fields.
It is an isolated location.
Music will only be amplified so that people up to 300 yards away can hear effectively.
Music/event will end by 2130 hrs.
There shall be no special effects on the stage.
16. The Protection of Children
All performances are appropriate to all ages of children, both participating and in terms of the audience.
Parents advised clearly that they are responsible for their children at all times except when they are performing.
17. Regulated entertainment shall be confined to the area (s) as outlined in BLUE on the attached plan (s).
