ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1 Door supervisors will be in attendance on a Friday and Saturday night from 2100 hrs when the function room is open for non-private events where Regulated Entertainment in the form of music, either live or recorded, and dancing and the retail of alcohol are to take place.
2 In the absence of a CCTV system, there shall be no admission to the premises after 2330 hrs, Sunday to Thursday inclusive and 2400 hrs Fridays and Saturdays. This shall not be exercised on Public Holidays or Carnival night. The successful installation of a CCTV system to the satisfaction of the Chief Officer of Police, covering entry/exit points will negate the requirement for the entry policy.
3 When door supervisors are used, they will be correctly registered with the SIA and will carry proof of registration.
4 Door supervisors will be used at a ratio to be agreed by the Police and Local Authority, which is currently 1:75.
5 When door supervisors are used, they will be in attendance of the entrance of the premises from 2100 hrs until the main exit doors are closed, and any time when patrons may be queuing for access.
6 Alcoholic and soft drinks will be served in plastic or toughened glasses.
7 No customers carrying open or sealed bottles or glasses will be admitted to the premises at any time.
8 No customers will be permitted to take open containers of alcoholic drinks from the premises.
9 All bottles and glasses will be removed from public areas as soon as they are finished.
10 Consideration will be given to setting capacity limits to prevent overcrowding which could lead to crime and disorder.
11 This capacity figure will be based on advice from the Police, Fire or local authority.
12 A proof of age policy to the satisfaction of the Police and the local authority will be in place.
13 All-inclusive nights or other irresponsible drinks promotions will not be permitted.
14 An anti-drug policy agreed by the Police and local authority will be in force.
15 A secure facility to store drugs will be available.
16 Any restrictions on the admission of children to the premises will be displayed outside the premises.
17 All exit doors will be easily openable without the use of key, card, code or similar means and will be available for egress while the public are on the premises.
18 Means of escape will be maintained unobstructed, immediately available and clearly identifiable.
19 Any removable security fastenings will be removed whenever the premises are open to the public or staff.
20 All fire doors will be maintained.
21 All floor coverings will be secured and maintained so that they will not ruck. Mats will be fitted into matwells so as to be flush with the floor surface.
22 Hangings, curtains and temporary decorations will be maintained in a flame retardant condition.
23 Upholstered seating will be fire retardant and compliant with current fire safety regulations.
24 Curtains, hangings and temporary decorations will not obstruct exits, fire safety signs or fire fighting equipment.
25 All fire exits and means of escape will be signed in accordance with current regulations.
26 An evacuation policy will be in place that is to the satisfaction of the Fire Authority. All staff members will be trained in the evacuation policy.
27 The fire brigade will be called to any outbreak of fire, however slight.
28 When disabled people are present, adequate arrangements will exist to enable their safe evacuation in the vent of an emergency.
29 Adequate and appropriate supply of fist aid equipment and materials will be available on the premises.
30 In the absence of adequate daylight, the lighting in any area accessible to the public will be fully operational.
31 Fire safety signs will be adequately illuminated.
32 Emergency lighting will not be altered.
33 A satisfactory NICEIC or ECA periodic electrical installation report shall be provided. The inspection shall be carried out annually and a new report provided each year.
34 A CORGI certificate of inspection in respect of any gas boiler, calorifier or appliance shall be provided. The inspection shall be carried out annually and a new report provided each year.
35 Confirmation of public liability insurance shall be provided annually.
36 A certificate of inspection for portable fire fighting equipment shall be provided. The inspection shall be carried out annually and a new certificate provided each year.
37 A variation of the Premises Licence will be sought for any alteration of the premises, which would make it impossible to comply with an existing licence condition.
38 Where tables and chairs are provided, clear gangways to exits will be maintained.
39 The premises will be adequately ventilated in all areas to which the staff and public have access.
40 Doors and windows will be kept closed whenever necessary.
41 The placing of bottles into receptacles outside the premises will take place at times that will minimise disturbance to nearby properties.
42 Noxious smells from licensed premises will not cause a nuisance to nearby properties.
43 Premises will be adequately vented to prevent noxious smells.
44 Flashing or bright lights on or outside licensed premises will not cause a nuisance to nearby properties.
45 Any queues inside or outside the premises will be monitored by a member of staff to ensure compliance with the licensing objectives.
46 No person under 18 will be permitted to enter the premises whilst nudity or striptease is taking place.
47 Physical contact will not be permitted between performers, staff and customers.
48 The sale by retail of alcohol, regulated entertainment and late night refreshment shall be confined to the area (s) as outlined in RED on the attached plan (s).
