ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
(1) This licence shall, unless revoked in the meantime, be in force until the date specified on the Licence.
(2) This licence shall be displayed in the foyer or entrance to the premises licensed as a theatre (hereinafter referred to as ‘the theatre’).
(3) Occupancy Rates:

(4) The theatre shall be closed not later than 12 o’clock every night during the week, except on Saturday night, when it shall be closed at 11 o’clock.
(5) All lavatories, water closets or urinals shall at all times be kept in good order and repair and be properly and effectually cleansed, ventilated and disinfected and supplied with water and all necessary requisites and all doors leading thereto shall be suitably marked.
(6) No poster, advertisement, photograph, sketch, synopsis or programme likely to be injurious to morality or to be offensive to public feeling or which contains any offensive representation of a living person shall be displayed, sold or supplied on the premises.
(7) Performances by or with wild animals shall not take place on the stage or in any other part of the theatre unless such animals are effectively enclosed in a cage or enclosure of substantial construction, or are otherwise effectively secured to the Council’s satisfaction.
(8) (a) The licensee or a responsible person nominated by him in writing for the purpose, not being a person under 21 years of age, shall be in attendance during the whole period the premises are open to the public and shall be assisted by a staff of attendants or stewards according to the following scale.

(b) At every performance to which Section 12 of the Children and Young Persons Act 1933 applies, the number of attendants or stewards in those parts of the theatre which are not more than ten feet above or below ground level, shall not be less than two per cent of the seating capacity of those parts of the theatre, and in all other parts of the theatre it shall not be less than four per cent of the seating capacity for those parts of the theatre provided that where children are in the charge of school teachers, those teachers may be regarded as attendants or stewards in respect of not more than one-half of the number of attendants or stewards required in section (a) of this condition.
(c) At every performance where children are accommodated above ground level there shall be an attendant or steward at the foot of each stairway used for entrance while the audience is entering the theatre and at the head of each stairway used for exit throughout the performance and while the audience is leaving the theatre. Where children are accommodated below ground level those attendants or stewards shall be stationed at the head of each stairway while the audience is entering the theatre and at the foot thereof during the performance and while the audience is leaving the theatre.
(d) In premises regularly used and seating for more than five hundred persons, all attendants shall wear a distinctive dress or badge.
(9) The theatre shall be so constructed, equipped and maintained, as to ensure the quick and safe evacuation of the premises by its occupiers and their dispersal to a place of safety outside the theatre in the event of fire or panic.
(10) All exit doors shall be capable of immediate opening whilst the general public have access to the premises.
(11) The theatre shall be so constructed that it contains efficient arrangements appropriate to its size for the separation of areas of high fire risk from each other and from those parts of the premises occupied by the public and those arrangements shall be maintained in good order at all times.
(12) No alterations or additions of any kind shall be made during the period covered by this Licence to any part of the theatre, either inside or outside, or to the approaches thereto, or to the fittings or machinery, or to the electrical installation or equipment, nor shall any interference be made with the approaches to or exits from the theatre without the written consent of the Licensing Authority having been first obtained.
(13) If the Licensee shall cause to be erected in the auditorium, scaffolding for the purpose of decoration or otherwise, he shall, while the work is in progress, cause the ceilings to be thoroughly examined by a fully qualified Architect, Civil Engineer or Building Surveyor and shall forward to the Licensing Authority a certificate in the form prescribed by the Authority, signed by the said Architect, Civil Engineer or Building Surveyor concerning the condition of the ceiling. (Note: The Licensing Authority will require such a certificate once in every period of five years, whether or not decoration, etc., is undertaken during that period).
(14) Each application for an annual Licence shall be accompanied by certificates completed by competent and qualified persons as to the suitability of the electrical installation, emergency lighting circuits (including batteries) and fire-fighting equipment.
(15) The Licensee shall take all possible steps to eliminate the danger of fire occurring in the theatre and shall ensure that all members of the staff are fully instructed in their duties if fire should occur.
(16) The staff on duty in the premises shall be aware of the procedures to be undertaken in the case of emergencies.
(17) In the case of any outbreak or suspected outbreak of fire the Fire Brigade shall be called immediately.
(18) A conspicuous notice clearly stating the location of the nearest telephone and the correct method of summoning the Fire Brigade shall be displayed in the foyer of or entrance to the theatre.
(19) The Licensee shall ensure that materials and equipment which might permit rapid spread of fire are not used in the theatre while the public are present.
(20) All scenery, decorations, borders, gauze-cloths, curtains and similar hangings on or about the stage shall be rendered and maintained flame-resistant.
(21) Light draperies and any valaria other than heavy wool in or about the theatre shall be rendered and maintained flame-resistant.
(22) Cotton wool shall not be used for scenery or decoration whether or not treated with flame-resistant solution.
(23) Paper decorations, not being entirely or directly affixed to the surface of walls or ceiling, shall not be permitted unless rendered and maintained flame-resistant.
(24) Plywood, other thin wood or paper decoration shall not be used in the construction of scenery except in accordance with such conditions as may be imposed by the Licensing Authority.
(25) Portable heaters shall not be used in the theatre whilst the public are present, unless prior written consent of the Licensing Authority has been obtained.
(26) There shall be a secondary system of lighting in the theatre which shall be in operation during the whole time that the public are in the theatre. The existing system must illuminate all exit signs, doorways, steps and passages forming exit routes from the licensed premises and any other part of the premises specified in the schedule of conditions and shall be independent of the normal lighting system. Oil lamps and candles shall not be used.
(27) ‘EXIT’ signs are to be in letters 4 7/8” high, in white on a green background.
(28) The use of naked lights or flames on the stage during performances is prohibited, unless prior written consent of the Licensing Authority has been obtained.
(29) There shall be no smoking in the backstage area and ‘NO SMOKING’ notices in block letters and not less than 6” in height shall be prominently displayed backstage, including the dressing rooms.
(30) The regulated entertainment will be confined to the area (s) as outlined in RED on the attached plan (s).
