ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1 All bar staff, when recruited, shall be trained on the Licensing Act 2003 and on "drug awareness".
2 A proof of age policy to the satisfaction of the Police and Local Authority shall be in place.
3 The Hotel and Restaurant shall close to non-residents 30 minutes after the end of the permitted licensing hours.
4 The playing of recorded or live music within the premises shall be restricted to the terminal hours within the Operating Schedule, confined to the areas indicated on the plan and shall only be for the benefit and enjoyment of persons residing in permanent residence in the building and their associates, hotel guests, patrons of the hotel restaurant and persons frequenting the hotel as part of a private pre-booked function.
5 No customers shall be admitted onto or permitted the leave the hotel grounds when carrying open bottles or glasses.
6 All bottles and glasses shall be removed from public areas as soon as is practicably possible once they are finished with.
7 All-inclusive nights or other irresponsible drinks promotions shall not be permitted.
8 An anti-drug policy, as directed by the Police and Local Authority shall be in force.
9 Public information notices relating to crime and disorder shall be displayed.
10 Striptease, lap dancing or similar entertainment will not be permitted within any part of the premises.
11 Lighting shall be provided outside the premises (and in the private car park) during the hours of darkness when any licensable activity takes place on the premises.
12 The capacity figure shall be monitored by staff to ensure that the maximum occupancy of the premises or any part thereof, is restricted at any one time to:- Restaurant - 60 people; Bar/lounge- 40 people; Games room- 40 people.
13 Escape routes and exits, including external exits, shall be maintained to ensure that they are not obstructed, in good order with even surfaces, free of trip hazards and clearly identified.
14 All exit doors shall be easily opened and not require the use of a key, card, code or similar means.
15 Where chairs and tables are provided, internal gangways shall be kept unobstructed.
16 Doors at all exits shall be regularly checked to ensure that they function satisfactorily.
17 Any removable security fastenings to be removed whenever the premises are open to the public or occupied by staff.
18 All fire doors shall be maintained effectively, self-closing and not held open other than by approved devices.
19 Fire resisting doors to cupboards shall be kept shut.
20 The edges of the treads of steps and stairways shall be maintained so as to be conspicuous.
21 Hangings, curtains and temporary decorations shall be maintained in a flame-retardant condition.
22 Hangings, curtains and temporary decorations shall be arranged so as not to obstruct exits, fire safety signs or fire fighting equipment.
23 The automated fire alarm system, with staff trained in its use and tested in accordance with BS5839, shall be maintained in good working order within the premises.
24 Fire drill and emergency lighting tests shall be conducted monthly and shall be recorded in a Fire Safety register and made available to the Fire and Licensing Authority upon request.
25 Notices dealing the action to be taken in the event of a fire or other emergencies, including how the Fire Brigade should be summoned shall be displayed prominently.
26 The Fire Brigade shall be called at once to any outbreak of fire and the details recorded in a fire log book.
27 Access for emergency vehicles shall be kept clear and free from obstruction.
28 All fire fighting equipment shall be maintained in good working order.
29 An evacuation policy for the premises shall be in place that meets the satisfaction of the Fire Authority and all staff members shall be trained in this procedure.
30 When disabled people are present, adequate arrangements shall exist to enable their safe evacuation in the event of an emergency and patrons shall be made aware of these arrangements.
31 There shall be an adequate and appropriate supply of first aid equipment and materials on the premises.
32 There shall be at least one trained first aider on duty when the public are present and that person shall be trained to deal with drug and alcohol related problems.
33 Details of all accidents shall be recorded in an Accident Book.
34 In the absence of adequate daylight, the lighting in any area accessible to the public shall be fully operational.
35 Fire safety signs shall be adequately illuminated.
36 Emergency lighting shall not be altered without prior notification to the Licensing Authority.
37 Emergency lighting batteries shall be fully charged before admission of the public.
38 Evacuation of the premises shall be made possible within one hour.
39 Free drinking water shall be available at all times when the premises are open to the public.
40 Noise or vibration shall not be noticeable at the facade of any noise sensitive premises.
41 The placing of bottles into receptacles outside the premises shall take place at times that shall minimise disturbance to nearby properties.
42 Offensive smells from the licensed premises shall not be permitted so as to cause a nuisance to nearby properties and the premises shall be properly vented.
43 Receptacles for waste shall be regularly emptied to minimise nuisance smells.
44 Children under the age of 18 years shall only be permitted in the bar in the following circumstances:- If accompanied by a person 18 years of age or over; If meals and non-alcoholic beverages are available and it is before 2100 hrs.
45 For performances especially for children, attendants shall be stationed in the area(s) occupied by children and in the vicinity of each exit, at a ratio of one attendant per 50 children (or part thereof).
46 The sale by retail of alcohol and late night refreshment shall be confined to the area (s) as outlined in RED on the attached plan (s).
47 Regulated entertainment shall be confined to the area (s) as outlined in BLUE on the attached plan (s).
