ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1 The times permitted to sell alcohol do not prohibit or restrict the supply to, or consumption by, any person of alcohol in any premises where the premises are bona fide used, or intended to be used, for the purpose of habitually providing for reward, board and lodging, including breakfast and at least one customary main meal.
2 The times permitted to sell alcohol do not prohibit or restrict the sale of alcohol to a trader for the purposes of their trade or to a club with a Club Premises Certificate for the purposes of the club.
3 The times permitted to sell alcohol do not prohibit or restrict the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered.
4 The times permitted to sell alcohol do not prohibit or restrict the taking of alcohol from the premises by a person residing there.
5 The times permitted to sell alcohol do not prohibit or restrict the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by them at their own expense, or the consumption of persons so supplied.
6 The times permitted to sell alcohol do not prohibit or restrict the supply of alcohol for consumption on premises to persons employed there for the purposes of the businesses carried on by the holder of the licence, or the consumption of liquor so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
7 The times permitted to sell alcohol do not prohibit or restrict the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces.
8 The times permitted do not prohibit or restrict, during the first twenty minutes after the above hours, the taking of the alcohol from the premises unless the alcohol is supplied or taken in an open vessel.
9 There shall be an annual electrical safety check by a qualified electrician.
10 For events with over 500 capacity, a safety co-oridinator shall be nominated to assist in the monitoring of safety where any structures are erected for the purpose of having a licensable activity, a plan shall be prepared showing the location and nature of the structure, the public area and any restricted area intended for performers.
11 Adequate emergency lighting shall be maintained to facilitate emergency egress from any licensed area.
12 An evacuation plan shall be developed and maintained and all members of staff shall be trained in the evacuation plan.
13 Adequate access shall be maintained for emergency vehicles whilst the premises is open to the public.
14 Curtains and fabrics in licensed areas shall be flame retardant.
15 Structural surveys shall be conducted of any parts of the building to which the public have access. Any defects that might have a significant impact on public safety will be remedied or the public excluded from that area.
16 There shall be comprehensive fire detection and warning system, which shall be tested at regular intervals and a record of the test maintained in a log book, with detectors fitted in all rooms.
17 Any temporary structure such as a marquee which is used for a licensable activity, shall comply with such reasonable advice and guidance as is agreed in writing with the Fire Authority.
18 There shall be first aid provisions put in place in accordance with statutory requirements.
19 When holding licensable events, a sufficient number of staff shall be engaged to assist in safe access and egress from the premises.
20 Free drinking water shall be made available whilst any regulated entertainment is taking place.
21 Where children are present at events, adult supervision shall be requested of the accompanying adult or maintained by staff at all times.
22 If there is an activity which poses a special and unacceptable risk to children, no admittance shall be permitted for children to that area unless the risk can be reduced to a level that is reasonable.
23 Proof of age will be required from anyone seeking to purchase alcohol who appears to be under 18 years of age.
24 Where films are being shown, children shall only be admitted in accordance with the British Board of Film Classification rating or otherwise, has been deemed to be presentable for children, such as a television programme for children.
25 Fire detection and warming systems shall be tested annually and record kept of the test maintained in a log book.
26 Firefighting equipement shall be checked and serviced in accordance with manufactuer's recommendations.
27 The sale by retail/supply of alcohol will be confined to the area (s) as outlined in PINK on the attached plan (s).
