ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1 The times permitted to sell alcohol do not prohibit or restrict the supply to, or consumption by, any person of alcohol in any premises where the premises are bona fide used, or intended to be used, for the purpose of habitually providing for reward, board and lodging, including breakfast and at least one customary main meal.
2 The times permitted to sell alcohol do not prohibit or restrict the sale of alcohol to a trader for the purposes of their trade or to a club with a Club Premises Certificate for the purposes of the club.
3 The times permitted to sell alcohol do not prohibit or restrict the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered.
4 The times permitted to sell alcohol do not prohibit or restrict the taking of alcohol from the premises by a person residing there.
5 The times permitted to sell alcohol do not prohibit or restrict the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by them at their own expense, or the consumption of persons so supplied.
6 The times permitted to sell alcohol do not prohibit or restrict the supply of alcohol for consumption on premises to persons employed there for the purposes of the businesses carried on by the holder of the licence, or the consumption of liquor so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
7 The times permitted to sell alcohol do not prohibit or restrict the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces.
8 The times permitted do not prohibit or restrict, during the first twenty minutes after the above hours, the taking of the alcohol from the premises unless the alcohol is supplied or taken in an open vessel.
9 Door supervisors shall only be employed in the new function room for non-private events.
10 Door supervisors shall be correctly registered with the SIA.
11 Door supervisors shall display the correct name badge.
12 Door supervisors shall carry proof of registration.
13 Door supervisors shall be used at a ratio to be agreed by the Police and the Licensing Authority, currently 1:75.
14 CCTV shall be installed and working to the satisfaction of the Police and Local Authority.
15 Recordings shall be maintained for an appropriate period of time ( generally one month- but to be agreed with the Police and Local Authority).
16 If the CCTV equipment is inoperative, the Police and Local Authority shall be informed as soon as possible and immediate steps shall be taken to put the equipment back in to action.
17 A Notice shall be displayed at the entrance to the premises advising that CCTV is in operation.
18 From the 30th June 2006, alcoholic and soft drinks shall be served in plastic or toughened glasses.
19 If glass bottles are used, the contents will be decanted into plastic or toughened glass.
20 No customers carrying open or sealed bottles or glasses will be admitted to the premises at any time.
21 All bottles and glasses shall be removed from public areas as soon as they are finished with or empty.
22 Door supervisors shall be required to ensure the capacity limits are controlled by use of clickers in the function room for non-private functions when a door supervisor is required.
23 All-inclusive nights or other irresponsible drinks promotions shall not be permitted.
24 An anti-drugs policy agreed by the Police and Local Authority shall be in place.
25 A detailed ‘customer code of conduct’ poster shall be displayed warning customers that if they act in an inappropriate manner, they could be barred from all licensed premises in the vicinity.
26 Doors and windows shall be kept closed whenever necessary.
27 Prominent, clear and legible notices shall be displayed at all exits requesting patrons to respect the needs of local residents and to leave the premises and the area quietly.
28 The placing of bottles into receptacles outside the premises shall take place at all times that will minimise disturbance to nearby properties.
29 Flashing or bright lights on or outside the licensed premises shall not cause a nuisance to nearby properties.
30 A proof of age policy to the satisfaction of the police and licensing authority shall be put in place.
31 There shall be no admission or re-admission to the premises after midnight.
32 Fire appliances shall be inspected and replaced if necessary, on an annual basis.
33 Means of escape shall be maintained unobstructed immediately available and clearly identifiable.
34 The premises may remain open for up to 60 minutes after the end of the period during which the retail of alcohol is permitted as a "wind down" period.
35 The sale by retail/supply of alcohol provision of late night refreshment and regulated entertainment will be confined to the area (s) as outlined in RED, BLUE and GREEN on the attached plan (s).
