ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1 The times permitted to sell alcohol do not prohibit or restrict the sale of alcohol to a trader for the purposes of their trade or to a club with a club premises certificate for the purposes of the club.
2 The times permitted to sell alcohol do not prohibit or restrict the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered.
3 The times permitted to sell alcohol do not prohibit or restrict the taking of alcohol from the premises by a person residing there.
4 The times permitted to sell alcohol do not prohibit or restrict the supply of alcohol for consumption on the premises to any private friend (s) of a person residing there who are bona fide entertained by them at their expense, or the consumption of persons so supplied.
5 The times permitted to sell alcohol do not prohibit or restrict the supply of alcohol for consumption on premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of liquor so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
6 The times permitted to sell alcohol do not prohibit or restrict the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces.
7. The premises may remain open for no more than 30 minutes after the end of the period during which the retail sale of alcohol is permitted, as a “wind-down” period.
8. There shall be a No Smoking policy inside the premises but a permitted area outside the back patio has been designated.
9. No Smoking signs shall be clearly displayed and situated in both the restaurant and bar areas.
10. Proof of age shall be sought from anyone seeking to purchase alcohol who appears to be under the age of 21 years.
11. Non-alcoholic drinks shall be available when the club is open.
12. Drinking water shall be provided free of charge.
13. No customers shall be permitted to take open containers of alcoholic or soft drinks from the premises except to the patio area no later than 2200 hrs daily.
14. Consideration shall be given to setting capacity limits to prevent overcrowding which could lead to crime and disorder.
15. An incident book shall be kept and details of all instances of public disorder shall be recorded.
16. Means of escape shall be maintained unobstructed, immediately available and clearly identifiable.
17. Exit doors shall be regularly checked to ensure they function satisfactorily. Records of these checks shall be kept and produced on request.
18. All fire doors shall be maintained effectively self-closing and shall not be held open other than by approved devices.
19. Notices detailing the actions to be taken in the event of a fire or other emergency shall be prominently displayed and maintained in good condition.
20. Fire drill and emergency lighting testing shall be conducted monthly. Records of these tests shall be made available to the Licensing Authority on request.
21. When disabled people are present, adequate arrangements shall exist to enable their safe evacuation in the case of an emergency.
22. Disabled people shall be made aware of these arrangements.
23. Adequate and appropriate supply of first aid equipment and materials shall be available on the premises.
24. At least one suitably trained first aider shall be on duty when the public are on the premises.
25. In the absence of adequate daylight, the lighting in any area accessible to the public shall be fully operational.
26. Where the emergency lighting battery has a capacity of 3 hours, evacuation of the premises shall be possible within one hour.
27. A certificate of inspection for portable fire fighting equipment shall be provided. The inspection shall be carried out annually and a new certificate provided if requested.
28. Seats shall be available to accommodate one third of the maximum capacity of the premises.
29. Where tables and chairs are provided, clear gangways to exits shall be provided.
30. Noxious smells from the premises shall not cause a nuisance to nearby properties.
31. Patrons shall be prevented from eating and drinking immediately outside the premises after 2200 hrs.
32. Children shall only be permitted when accompanied by an adult, until 2100 hrs.
33. Children shall only be permitted in the restaurant, games room and bar lounge.
34. The Club shall only be open to members and their guests.
35. No intoxicating liquor shall be supplied otherwise than to: (a) a member of the club who has been a member for at least 2 days or whose nomination or application was made at least 2 days before his or her admission (b) a bona fide guest of such a member at their expense.
36. No customers carrying open or sealed bottles or glasses shall be admitted to the premises at any time.
37. Officers of the club shall take responsibility for supervising members and guests to ensure they leave the premises in a quiet and orderly manner at closing time.
38. A list of names and addresses of all members of the Club shall be kept on the premises and produced on demand for inspection by a Licensing Officer of either the Police or Local Authority.
39. The sale by retail/supply of alcohol will be confined to the area(s) as outlined in RED on the attached plan(s).
40. Regulated entertainment will be confined to the area(s) as outlined in ORANGE on the attached plan(s).
7 41. Late night refreshment will be confined to the area(s) as outlined in GREEN on the attached plan(s).
