ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1 This Licence shall be limited to only one chosen Friday, Saturday and Sunday in the month of June annually.
2 Security cover will be provided to the level that is pre agreed by the local police and the event organisers to give the public a safe event and security staff a safe working environment, as based on previous experience.
3 A female supervisor will be available if searches are to be conducted on female customers.
4 Door Supervisors will wear a uniform that is clearly visible and all uniform that is worn is individually numbered and logged before each shift.
5 Door Supervisors will be in attendance at the entrance of the premises as per the opening hours; and in attendance at the bar as per the opening hours specified for the supply of alcohol.
6 No drinks shall be consumed from glass receptacles.
7 No alcoholic drinks or glass receptacles will be admitted to the premises at any time.
8 No customers will be permitted to take open containers of alcoholic drinks from the premises.
9 Radios will be used in the licensed premises to provide two way communication between the SIA staff, stewards and Designated Premises Supervisor on the licensed premises.
10 The radio equipment will be kept in working order and on at all times the premises are open to the public, and will be monitored by a nominated responsible staff member.
11 Capacity limits will be set to prevent overcrowding which could lead to crime and disorder or issues of public safety.
12 This capacity figure will be agreed with the Police, Fire Authority or Licensing Authority in advance of each event. In any event this figure will not exceed 9,999 persons.
13 Door supervisors will be present to ensure the capacity limits are monitored and not exceeded.
14 An anti drug policy agreed by the Police and local authority will be in force.
15 A personal licence holder or Designated Premises Supervisor will be on or in the vicinity of the licensed premises and be immediately contactable by radio or mobile phone at all times when alcohol is being served or regulated entertainment provided.
16 Substantial food will be available at all times the premises are open.
17 An incident book containing all instances of public disorder and complaint will be kept and made available for inspection by the Police and Licensing Authority.
18 The fire brigade will be called to any outbreak of fire, however slight.
19 Exit gates will open outwards (or will be secured in the open position).
20 The suitably trained first aider on duty when the public are present will be trained to deal with drug and alcohol related problems.
21 Confirmation of public liability insurance in the minimum sum of £5 million must be provided. A new certificate will be provided each year to the Licensing Authority.
22 Special effects including Dry ice machines and cryogenic fog; Smoke machines and fog generators; Real flame and Strobe lighting will only be used with prior notification to the Licensing and/or fire authorities.
23 A hot line to a local taxi firm and other local public services will be available in the local programme.
24 Searching as a condition of entry will be considered at all times and will be mandatory when directed by police.
25 Procedures and facilities shall be in place for lost children/persons, and a designated meeting point for the public shall be provided.
26 Prominent, clear and audible public announcements will be made at the end of each evening requesting patrons to respect the needs of local residents and to leave the premises and the area quietly.
27 The playing of live music on the premises will not be permitted after the specified time of 11.00 pm.
28 A constantly manned telephone number (when the event is running) will be given to the Licensing Authority.
29 Sound levels will be monitored at the mixer desk for the live bands with the aim of ensuring that the levels do not exceed 95 dB, measured as an LAeq,1min. The event organisers will permit local authority officers to undertake noise monitoring on the premises with prior agreement.
30 There will not be any organised firework displays.
31 Where music needs to be played outside the permitted hours for sound checking, the initial system check will be restricted to between 4.00 pm and 6.00 pm on the Thursday evening unless delayed due to inclement weather and a live band sound check restricted to between 9:00 am and 12.00 am on Saturday.
32 A sufficient number of suitable receptacles for refuse storage will be provided. These will have properly fitted covers. The receptacles will be maintained in a clean condition.
33 Children performing in productions will be kept under adult supervision at all times.
34 Arrangements for children in performances and attendance’s in general on the Education day will be co-ordinated by the schools representative(s).
35 The sale by retail of alcohol, regulated entertainment and late night refreshment shall be confined to the area coloured yellow on the attached plan (s).
