• ANNEXE 1 - MANDATORY CONDITIONS

   

  1        There shall be no sale or supply of alcohol when there is no Designated Premises Supervisor (DPS) in respect of this premises licence or at a time when the said DPS does not hold a personal licence or when his/her licence is suspended. 

   

  2        Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
   

  3        Admission of children (under the age of 18) to any exhibition of films must be restricted in accordance with the film classification body designated as the authority under Section 4 of the Video Recordings Act 1984.
   

  4        Where the film classification is not specified or the relevant licensing authority has notified the premises licence holder under Section 20 (3)(b) of the Licensing Act 2003, the admission of children must be restricted in accordance with any recommendation made by the Licensing Authority.
   

  5        The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.
   

  6        In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children-

  (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to-

  (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or

  (ii) drink as much alcohol as possible (whether within a time limit or otherwise);

  (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act);

  (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less; (d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on-

  (i) the outcome of a race, competition or other event or process, or

  (ii) the likelihood of anything occurring or not occurring;

  (e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner.
   

  7        The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).
   

  8        The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.
   

  9        The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
   

  10    The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
   

  11    The responsible person shall ensure that-

  (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures-

   

  (i) beer or cider: ½ pint;

  (ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and

  (iii) still wine in a glass: 125 ml; and

  (b) customers are made aware of the availability of these measures.

   

• ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

  1        The premises may remain open for no more than 30 minutes after the end of the period during which the retail sale of alcohol is permitted, as a “wind-down” period.
   

  2        The Premises Licence Holder shall work closely with all hirers to ensure all events strictly adhere to the terms and conditions of the Premises Licence and promote the four licensing objectives.
   

  3        The Premises Licence Holder shall ensure that it works with the local police and shall keep them briefed of all activities taking place as and when it is deemed necessary.
   

  4        The Premises Licence Holder shall install any CCTV equipment deemed necessary by either the local authority or the police.
   

  5        A proof of age policy shall be adhered to at all times.
   

  6        No drinks promotions shall take place at the premises.
   

  7        The maximum capacity of the premises shall be 150.
   

  8        There shall be a zero tolerance to drugs and an anti-drugs policy shall be in place.
   

  9        A code of conduct shall be issued to all hirers clearly stating that anyone acting inappropriately shall be removed from the premises.
   

  10    All hirers shall be required to nominate a responsible adult to act as a point of contact should any guests act inappropriately.
   

  11    At least one person holding a Personal Licence shall be on the premises at all times when activities requiring a licence are taking place.
   

  12    An incident book shall be kept, recording all details and instances of disorder.
   

  13    All exit doors shall be easily openable and all means of escape shall remain unobstructed, immediately available and clearly identifiable.
   

  14    Exit doors shall be regularly checked and records of these checks shall be kept and readily available.
   

  15    All fire doors shall be maintained and shall not be left open.
   

  16    All hangings, curtains and decorations shall not obstruct fire exits, fire safety signs or fire fighting equipment.
   

  17    Notices detailing the actions to be taken in the event of fire or other emergency shall be prominently displayed and maintained in good condition.
   

  18    Access shall be provided for emergency vehicles and this access shall be kept clear and free from obstruction.
   

  19    Fire drill and emergency lighting tests shall be conducted regularly. Records of tests shall be made available to the licensing authority on request and an evacuation policy shall be in place that is to the satisfaction of the fire authority.
   

  20    All staff shall be trained in the evacuation policy and the hirer shall be informed of the policy at time of booking and reminded before the event.
   

  21    When guests with a disability are present, adequate arrangements shall be implemented to ensure their safety and safe evacuation in the event of an emergency. A nominated individual representing the hirer shall also be informed and responsible for ensuring these arrangements will be followed in case of an emergency.
   

  22    Adequate and appropriate supply of first aid equipment and materials shall be available on the premises and training for the designated premises supervisor shall be provided should this be deemed necessary.
   

  23    Lighting in all areas available for hire shall be fully operational and checked regularly, as will all of the fire escape signs.
   

  24    Emergency lighting shall be regularly checked and shall comply with the standards set out in the fire risk assessment. Should the lighting systems fail, a generator is programmed to start immediately and restore the lighting.
   

  25    Safety certificates shall be provided upon request and confirmation of public liability insurance in the minimum sum of £2 million shall be provided annually.
   

  26    A variation of the premises licence shall be sought for any alterations to the premises which would make it impossible to comply with an existing licence condition.
   

  27    No special effects shall be allowed. Fireworks shall only be allowed when carried out by a professional and experienced company.
   

  28    All hirers shall ensure that they provide adequate soft drinks.
   

  29    Details of local taxis shall be available and all transportation issues shall be fully discussed and organised prior to the event taking place.
   

  30    Smoking shall only be permitted in designated outdoor areas.
   

  31    Doors and windows shall be kept closed whenever necessary and noise limiters shall be used if deemed necessary.
   

  32    The playing of live or recorded music in the garden/marquee shall not be permitted after 2400 hrs.
   

  33    All events shall provide adequate plans to ensure children’s safety.
   

  34    All bar staff shall be fully trained on The Licensing Act 2003 and shall be aware of the proof of age policy if children are present at the event.
   

  35    The sale by retail of alcohol, regulated entertainment and late night refreshment shall be confined to the area (s) as outlined in RED on the attached plan (s).
